The Competent Authority to issue the certificate will be the authority, designated as such by Member States. National Competent Authorities responsible for free movement of skill Competent Authority. The free movement of skill laws provide for a competent authority. In most Member States, the competent authority is a Minister, who has responsibility for the implementation of the free movement of skills policy.
The main responsibility of the Competent Authority is to sign or stamp the Certificate of Recognition of CARICOM Skill Qualification when a CARICOM National is eligible for free Movement of Skills. Each Member state participating in the CSME decides which Ministry is responsible for free Movement of Skills.
